Newbie has a problem and needs some advice

I'm a newbie to the world of GSM and have been thrown into having to solve a problem which I hope someone might provide some guidance. I'm researching the various ways of detecting mobile devices and have a system that works for devices which are wifi and/or bluetooth enabled, but I need to resolve the case where both are not enabled. The task is to not communicate with the mobile device but to uniquely capture the date/time that device was in a proximity. From my readings, is it possible to create a "stripped down" BTS system that actively listens for Um traffic and if so would that uniquely identify the mobile device?

I looked at the range network dev kit: http://rangenetworks.com/products/openbts-development-kit and after reading David Burgess's blog saw the YateBTS dev kit.

For my needs, I'm wondering what is the best approach.

Whatever suggests or help you can provide would greatly be appreciated.
