Yate for University Enviroment - Setup

Hi,
Pls could you help out with this.
We need a solution that can handle,
30,000 VOIP users, 90% of the users are mobile users.
The users would use smart phones to call.
Billing system is required for the users.
Video Calls is also required for top management staff with there desk phones.
Video conferencing is also needed, within the network and also incoming from external.
The VOIP solution should also have a gateway to make calls to various networks (GSM etc)
Desk phones should be 500 in number.

All these features are available in yate except for video conference.
Video calls limit: there is no converter available: both endpoints must use the same codec or media must be forwarded between endpoints (let them negotiate the codec).
